校園手機禁令 智利也跟進

  On December 2nd, Chile passed a bill outlawing the use of mobile phones and other smart devices during classes in elementary and middle schools — except during emergencies and for educational and other purposes specified under the law. The new law will take effect next year. Other nations with restrictions on smartphone use in schools include France, Brazil, Hungary, the Netherlands and China.
  “We are advancing a cultural change for children and adolescents to socialize during recess, and regain concentration to further boost learning,” Education Minister Nicolás Cataldo said after the decision.
  Parents and teachers in Chile have lobbied for the law for years because of rising concerns about young people’s mental health.
  According to an international study by the Organization for Economic Cooperation and Development, more than half of all Chilean students said that digital devices disrupt their learning.

 12 月2 日智利通過一項法案,禁止小學和國中學生在課堂上使用手機或其他智慧型裝置,但緊急情況或某些在法律規定上允許的教育用途或其他用途除外。這項新法將於明年生效。目前已對校園智慧型手機使用實施限制的國家包括:法國、巴西、匈牙利、荷蘭,以及中國。
 智利教育部長尼古拉斯.卡塔爾在這項禁令拍板後表示,「我們正在推動一場文化變革,促使學生在課間休息時能有多一些交流,並找回專注力,以提升學習成效。」
 由於青少年心理健康問題日益受到關注,智利的家長和教師近年來一直致力於遊說制定相關法律。
 根據經濟合作暨發展組織最新發布的一項國際研究報告,有超過一半的智利學生表示,電子設備干擾到他們的學習。
