The 2023 UN Climate Change Conference (COP28) began on November 30th in Dubai, United Arab Emirates (UAE). The conference will continue until December 12th. It takes stock of progress on the Paris Agreement reached in 2015.
The EU and its member states will make a substantial financial contribution to the climate damage fund at COP28. The world’s first climate “loss and damage” fund is expected to secure several hundred million dollars by the end of the conference to address the destruction caused by climate change in poor countries. The EU’s announcement pressures other developed countries to follow suit.
The EU, the US, and the COP28 host are also rallying support for a global deal to triple the capacity for renewable energy generation and double the improvement of energy efficiency
by 2030.

歐盟及成員國在氣候大會上表示,將注入大筆資金至氣候損害基金。這是世界上第一個針對氣候「損失與損害」成立的基金,預計將在大會結束前募集到數億美元,用於修復氣候變遷對貧窮國家造成的破壞。歐盟的聲明讓其他已開發國家產生跟進的壓力。
此外,歐盟、美國與大會主辦國阿拉伯聯合大公國也努力爭取支持,希望這次大會能達成全球性協議,讓再生能源產能提高3 倍、能源效能改善幅度倍增的目標在2030年前達成。
