谷歌壟斷市場 歐盟重罰 830 億

 After a nearly seven-year investigation, European Commission fined Google a record 2.42 billion euros (about NTD 83 billion) on June 26. Google may be the biggest search engine, but it was abusing its dominance. When people searched for things, Google unfairly favored its own online shopping recommendations. This case could be just the first shot in Europe's attempt to curb the company's clout on that continent.
 The commission is also conducting at least two other investigations into the company's business practices that could force Google to make even more changes in the way it bundles services on mobile devices and sells digital advertising.
 "What Google has done is illegal under EU antitrust rules. It denied other companies the chance to compete on the merits and to innovate. And most importantly, it denied European consumers a genuine choice of services and the full benefits of innovation," EU's top antitrust regulator Margrethe Vestager said.
 The fine was the highest ever imposed in Europe for anti-competitive behavior, exceeding a 1.06-billioneuro (about NTD 36 billion) penalty on Silicon Valley chip maker Intel in 2009. The fine probably won't hurt Google's finances though. Parent company Alphabet Inc. has more than 82 billion euros (about NTD 2.8 trillion) in cash.

 針對谷歌的營運方式,歐盟執委 會至少還在進行其他兩項調查,這 可能迫使谷歌大幅改變行動裝置綁 服務和銷售數位廣告的方式。
 歐盟反壟斷執委維斯塔格表示: 「根據歐盟反壟斷法,谷歌的所做 所為並不合法,不僅阻擋其他公司 的公平競爭和創新的機會,更讓歐 洲消費者無法真正自行選擇服務, 也無法從創新中獲得好處。」
 這是歐洲對反競爭行為所開出的 最高罰款,超過2009年矽谷晶片製 造商英特爾被罰的10.6 億歐元(約 新臺幣360億元)。但這筆罰款並不 會對谷歌的財務造成傷害,它的母 公司Alphabet 的現金資產超過820 億歐元(約新臺幣2.8 兆元)。
